Background:

The Government of Grenada, with technical and project management assistance from an international funding agency, undertook the design and construction of the new Houses of Parliament located at Mt. Weldale, St. Georges. The main building is a structural steel and concrete masonry structure on 2 floors comprising approximately 28,000 square feet. A design review was carried out in September, 2015, where certain design queries and deficiencies were identified. Approximately over 200 comments and queries were raised in the design review report ranging from structural, mechanical, electrical and plumbing, and BoQ omissions.

All of these queries needed to be satisfactorily addressed in the early stages of construction to minimize the potential for construction delays, contractor claims and cost increases. Alvair was engaged by the international funding agency to coordinate resolution of all technical issues and to provide technical support for the contract administration and supervision of the Works. During construction, the lead design consultant and FIFIC Engineer, COCOA, also requested Alvair to complete the plumbing and wastewater systems for the main building and site.

Services Performed:

  • Review and expediting of completion of structural and MEP design issues for the New Parliament Building
  • Provision of a Contracts Administrator / Contracts Manager to support the international funding and execution agency in administration of the main construction contract and management of the construction contractor in Grenada.
  • Completion of water, wastewater and fire suppression designs for the main building and site.
